The real issue is that Verizon is neglecting to upgrade their infrastructure in urban and selected areas. In these areas they offer a sub par DSL, phone and some satellite dish bundle services instead of offering the better FiOS. This really noticeable in Philadelphia; Verizon and Comcast own backyards.
